Well, here we are now:
Who is to blame? It's hard to say. Jamal Adams wants to get paid and he has every right to feel that way. However, due to COVID likely lowering the cap for 2021 and the league not knowing by how much, the Jets don't want to give him what he is asking for. On top of that, Adams wants a lot more money than what any other safety makes.
As it appears right now the Jets are willing to just sit on Adams until his contract ends. Meanwhile, Adams appears ready to go to the Cowboys and not worry about his contract like he is while with the Jets:
