Have you ever seen overcrowding like this before?
This makes Rikers Island in New York look like a resort, and that place is notorious. Normally the guards looks mean, tough, or menacing. These dudes look just as scared as the inmates:
"Seriously, this is out of hand …"
That's in Madagascar, where the guards still have a semblance of control? Not like Bolivia, where the prisoners outnumber the guards something like 3000 to 200. The inmates literally "run the asylum." The guards won't even enter the place anymore:
