What is the damage?? President Reagan. When he took office in January 1981, inflation was double digits and out of control. Interest rates were around 20%. Unemployment was 7.5%. We had recently experienced gas lines, and oil and gas prices were high. In terms of percentage of GDP, the federal government spent roughly the same in 1980 as it spent in 2008.Barack Hussian Obama: When he took office inflation was virtually non-existent, and interest rates were at historic lows. Unemployment was 7.8%. Oil and gas prices were low, and supplies were plentiful. Because of TARP, the federal government under President Bush was spending around 21% of GDP, just as in Fiscal 1981. Overall, the economy was bad, but not nearly as bad as in January 1981.The decisions Reagan made vs. the decisions Obama made:Reagan: What did Reagan do? He deregulated oil. He cut marginal tax rates, although the Democrats who controlled Congress prevented tax cuts from taking effect until October 1982. He lowered the burden of government regulations. He persuaded then Fed Chairman Paul Volker to adopt a tight money policy to restore the dollar and reverse the inflation that was destroying our economy.President Reagan intended all these steps to boost savings and investment, which in turn would spur greater productivity, job creation, and economic growth. Thus, the description “supply side economics.” He knew that economic growth, along with a sound monetary policy, would return the United States economy to full employment without significant inflation.And that’s exactly what happened. Domestic oil and gas production increased relative to demand, supplies became plentiful again, and prices came down. The gas lines were gone, never to return. The new monetary policy did lead to a short but severe recession, which was expected. Unemployment rose to a peak of 10.8% in December 1982, just three months after the tax rate cuts took effect. But inflation and interests rates came down to normal levels. The days of double-digit inflation and interest rates came to an end.Once the tax cuts fully kicked in, we experienced explosive job creation and economic growth. This ended the recession. We achieved GDP growth rates of 4.5% in 1983 and 7.2% in 1984. By November 1984, unemployment had fallen to 7.2% — still high by historical standards, but dropping fast (it was 5.3% by the end of Reagan’s second term). It was morning in America again. It surprised no one that Reagan very nearly achieved a 50 state sweep in 1984. Obama: So, what did President Obama do? Just about the exact opposite of everything President Reagan did. He greatly expanded the power and scope of government regulation over the entire economy, including the oil and gas industry. Indeed, he seized upon a single industrial accident to impose an offshore drilling moratorium on the entire oil and gas industry. He enacted Obamacare, which among many other flaws is a job destroyer. Instead of lowering marginal tax rates to encourage more saving and private investment, President Obama fought to increase tax rates. He still vows to do so if re-elected. And unlike President Reagan, President Obama and the Fed adopted a weak dollar policy, a standard Keynesian prescription to fight unemployment by using inflation to encourage consumer spending while discouraging private saving and investment. Carter tried the same policy in 1979-80. It did not end well.And the results? Look around you. Unemployment has been around 9% or higher since March 2009. In 2009, GDP declined by 2.6%; in 2010, it increased by only 2.9%. In the first quarter of 2011, GDP increased only 1.8%. These levels, of course, are nowhere near the strong GDP growth that Reagan achieved in 1983 and 1984. Oil prices have more than doubled. This is due partly to “green” tape that has impeded domestic oil production, partly to weak dollar policies. Those same weak dollar policies have resulted in rising inflation, especially gas and food prices. Most telling of all, President Obama will likely be the first U.S. President to preside over a net job loss in his first term.
