He was a known killer, thief, drug dealer, etc. But at the end of the day, he's a civilian (albeit a convicted one).

But people in law enforcement take an oath and swear that they will protect and uphold the law. The people in LE helping Bulger were not only not doing their jobs, they were doing the complete opposite of what they were getting paid by the taxpayers to do. Their actions directly led to several of the murders that he committed or had a hand in committing. So no, they didn't pull the actual trigger (i.e. they weren't the actual murderers) but they put people, like Michael Donahue, right into Bulger's crosshairs and got them killed. Mob bosses are expected to kill people, the FBI is not.

And if it were Joe 6-Pack making the phone call and not John Connolly, they'd be up on murder one.

I agree with that. The fibbie's looked the other way while Whitey did his murderous thing because he was a good snitch. A criminal is going to do criminal things, but Law enforcement is supposed to be held to a higher standard. That's not excusing Whitey's behavior, because wrong is wrong, but the feds pretty much gave him a pass on the lives he ended because he helped them look good. Granted they'd never be held up as accessories to murder...
